REPLACE THE CURRENT BOARD!
Five HOA Members have announced their candidacy to run to replace the current Board. This group brings a wealth of knowledge and experience as former Harbour Vista Board members:
- CYNTHIA LEE - former HOA Board Member
- JILL PEREZ - former HOA Board Member
- CHAT TRAN - former HOA Board Member
- RICK MANNING - former HOA Board Member
- MICHAEL BARTO - former HOA Board Member
One of their themes is to improve HOA fiscal responsibility. If you would like to
contact them, ask questions, the Newsletter has established a group email for them:
newboard@harbourvistanews.com
We will be hosting two “meets and greets” to talk to owners in person. |

Jill Perez
As a dedicated member of our community, I am committed to ensuring that our neighborhood.
My family has resided in our community for 28 years. Having served on the board previously as secretary I believe my experience, and enthusiasm for community service will make me an effective advocate for all residents. My goal is to represent the interests of homeowners, promote open communication, and work collaboratively with the Board to address concerns.
If elected, I pledge to:
- Listen to the concerns and ideas of all homeowners
- Promote transparency and accountability in Board decisions
- Support initiatives that protect and improve our property values
- Encourage participation and engagement from all community members
|
Rick Manning
My name is Rick Manning, and I have had the privilege of serving as both President and Vice President of the Harbour Vista HOA. I appreciate the opportunity to announce my candidacy for election to the Harbour Vista HOA Board for 2026 and 2027 year.
During my previous service on the Board, I was an active member of the Safety and Security Committee. I helped secure the installation of new security locks on both pool gates, led the effort to install multiple security cameras throughout the property, and oversaw upgrades to the front gate kiosk and phone system to help prevent misuse by former residents.
If elected, I will continue working to address the issues that matter most to our community, including:
- Re-initiate the Land Lease Committee to protect our long-term interests.
- Promote responsible budgeting and greater transparency in HOA spending while rebuilding our reserve funds, which were significantly reduced by the necessary balcony repairs.
- Improving communication from property management through TownSQ.
- Restore the resident committees that the current board chose to dissolve and centralize.
- Reestablish our live Zoom and Owl access for HOA meetings so homeowners who cannot attend in person can watch the proceedings and stay informed.
I believe our 2026–27 Board should embrace innovative, practical solutions to the challenges our community faces, including rising costs of living, increasing maintenance expenses, and long-term financial planning. By working together, we can protect our investment while maintaining the quality of life that makes Harbour Vista such a great place to live.
I would be honored to earn your vote and the opportunity to serve our community once again. |

FYI
Harbour Vista Slab Leaks
Over the years, slab leak have occured at Harbour Vista which affecting first floor unit owners. This article will explain why slab leaks happens and how they are repaired. It should be noted that slabs are not unique to Harbour Vista. Housing built in Huntington Beach using cast iron pipes embedded in the soil under a slab is subject to this type of failure.
What Causes a Slab Leak?
Cast iron piping is used for drain pipes installed under the slab embedded in the soil. As Harbour Vista ages, the acid in the soil starts a process to deteriorate the cast iron. This deterioration eventually creates a failure which can appear as a slab leak. The failure takes place many years from the time Harbour Vista was built and varies from location to location.
Performing a Repair
To repair a slab leak requires that the cement slab be open down to, and the leaking pipe be either repaired or replaced. In most cases where the cement is broken, the flooring and maybe cabinets are destroyed during the repairs.
Who is Responsible?
The HOA is responsible for the repair of slab leaks as part of the member’s association assessments. The HOA has their plumber removes any floor covering and any cabinetry where the cement slab needs to be jackhammered to get to the broken pipe. After the pipe is repaired or replaced, the plumber will cement closes the slab. But any expense for replacing any flooring or cabinetry is the homeowner’s responsibility (see Maintenance Responsibility). Each HOA member is required to maintain active “homeowner insurance”. See CCR's Rights and Duty of Unit Owner to Insure.
Recent Example
For a recent slab leak example, the owner first noticed that occasionally the kitchen sink would back up with dirt present. The laminated flooring entering the kitchen from the dining room was wet and was buckling (see floor plan diagram below). The owner had an appliance service company check her dishwasher for leaks, but to no avail.
After talking with an HOA Board member, the HOA contracted plumber was sent over to investigate.
Camera Diagnosis
The contracted plumber ran a camera down the kitchen sink and located a leak in the pipe under the slab. The moisture from the broken pipe had seeped from the leak to the laminate flooring entering the kitchen. To fix the leak, the slab needed to be broken into three locations: one in the dining room near the kitchen, one across to the left of the sink to the shared drain in the breezeway wall, and one in the kitchen floor in front of the sink. Flooring and cabinetry needed to be removed to jackhammer the slabs in these three locations. The HOA informed the homeowner that they would have the contracted plumber repair the leak and slab but that replacing the flooring and cabinetry was the homeowner’s responsibility (see Maintenance Responsibility). On the positive side, the countertop and sink did not need to be removed as they could support them using 2X4’s.
The Broken Pipe
The HOA contracted plumber replaced the piping from the sink drain to the shared drain line. They also compacted the soil with sand around the piping to fill any voids. The photo shows the cemented area where the broken pipe was replaced. The homeowner could not intrude on the repairs while they were happening due to HOA policy withytheir vendors.
Replacing Flooring and Cabinets
The laminate flooring was not too hard to replace as the member had some saved pieces. The Property Manager and plumber provided a recommendation for cabinet vendors. But the homeowner chose a local woodworker to install the new cabinets.
First floor owners should be aware for possible slab leaks. Warning signs are:
- poor sink drainage
- unexplained wet areas on flooring
- floor buckling
Any of these symptoms should be reported to the Property Manager. They will send over a qualified person to investigate. Obviously, not all slab leaks require replacement of cabinetry, but if a homeowner remodels their condo floor, they might want to save some extra pieces for future repairs.■
Editor Note:
- My son-in-law is an inspector for the States. In a casual discussion, he suggested that I contact the Huntington Beach City planner department about what building codes might apply to slab leaks. The answer was a gray area whether a permit is required or not. Typically, if the piping needs to be replaced, a permit is required. But this decision is left to the contractor performing the repairs.
- Homeowners have the right to contract the City Building inspectors if they feel that the vendor is not making appropriate repairs and may ask for an inspection. This has been done several times at Harbour Vista. But homeowners should have the courtesy to contact the HOA to express their concerns before taking matters into their own hands.

Cynthia Lee
I have called Harbour Vista my home since April 2003. I have previously served on the Board of Directors for 3 terms, and held the position of secretary. In addition, I volunteered my time on the Public Safety Committee.
- I am eager to serve on the Board of Directors and be involved in the community where I live. I feel a healthy Board of Directors should be open with its members and should strive for financial transparency.
- I would like to see our Architectural, Public Safety, and Landscape Committees bought back. I feel it's important for any HOA to foster relationships with its members to establish community involvement and to gain fresh ideas while being productive.
- I feel that a strong Board of Directors listens to its members and asks for feedback when it comes to decision-making that involves each and every one of us.
- I will work in tandem with our property manager to ensure our property is maintained to its highest standards, and that Rules and Regulations are being followed.
I am optimistic that the newly elected Board of Directors will find creative ways to build up our reserve and operating accounts.
- I feel like I can be this person who can work in a team environment to foster productivity and make change.
I value my community and wish to make the Harbour Vista the best that it can be.

Chat Tran
I have over 30 years of experience as a licensed professional engineer in the State of California. In 2022, I had the privilege of serving as Treasurer, and I am proud to say that we operated within our approved budget.
I believe every proposed expenditure, regardless of the amount, deserves careful review. We should always ask the key questions: Why is it needed? What is it for? When is it needed? How will it be implemented? And how much will it cost?
I am committed to responsible fiscal management, transparency, and making decisions that are in the best interests of our HOA community.
Thank you for your consideration and support. |
Michael Barto
I was previously the President of the HOA (2021-2022) and publisher of Harbour Vista News. I am the former HOA Architecture chair, where I developed our first Architectural Guidelines.
I am concerned about the current Board dissolving the committees and assuming all responsibility for the Architecture Committee inside the Board. I want to reinstate the HOA committees, including the financial committee, with non-Board members to provide better insight to the Board.
- I want to know why the reserves have been reduced to almost nothing.
- I want to know why the Board has done nothing about the Land Lease.
- I want to stop the Board secret meetings - legal concern..
- I want to reinstate the use of the camera for Zoom HOA meetings to facilitate members' access.
I am classified at Harbour Vista as an offsite owner with my one unit used for my extending family. |

Review of September HOA Meeting
Raising Assessments
Defending Rumors
by Michael Barto
On the agenda for this September HOA meeting was (1) approval of the new Rules and Regulations, (2) the 2027 Draft Budget Review, and (3) Special Assessments. These discussions were of great interest to the attendees, specifically the 2027 budget. The open general meeting went long with lots of discussion between the Board and attendees.Open Forum went on for over 50 minutes, mostly because of member concerns about raising the dues.
Four Board Members
Four Board members were present at the September HOA Board Meeting. They were President Cheri Estrada, Secretary Mary Williams, Treasurer Mike Peduzzi, and Member-at-Large Vojin Damjanac. The HOA Board is supposed to have five Board members. But since the resignation in March, the Board has not appointed a replacement.
Announcements
Fake Email
It was announced that an illicit email had been sent posing as President Cheri Estrada as boardpresident2026 at a Gmail account. It requested money to pay an HOA vendor. The President stated that this is fraud and has been turned over to the FBI. More on this is posted on Town Square.
Denouncing Rumor
The President addressed a rumor circulating around Harbour Vista that the Board is embezzling money. She firmly denied the allegations. However, she did disclose that when she collected homeowners’ funds for the new FOB key pool system, she temporarily deposited the money in her personal bank account before issuing a check to Harbour Vista HOA.
Open Forum
Approval Reschedules
Michael Barto (this reported and candidate) asked that the approval of the new Rules and Regulations be rescheduled because off-site owners had not received a copy. The President stated that they were going to be approved tonight and none of his comments would be discussed. But her authority was overridden by the PCM property manager, Dianne Campbellone, who moved the agenda item to approve the new Rules and Regulations to the October 2026 HOA meeting, so that proposals could be distributed for the comments to the off-site owners.
No Architecture Chair
Michael Barto asked the Board who was the new Architecture Chair, since member at large Vojin Damjanac had resigned from the position. The President stated that it was the Board.
Copy of 2027 Budget
Michael Barto stated that because a new Board will be elected in November and then almost immediately be asked to approve a new 2027 HOA budget, Michael Barto asked the Board to provide a copy of PCM’s proposed Budget and the current reserve study to all the new candidates. The President stated that she would not do this. But the PCM property manager, Dianne Campellone, overruled this decision and told this reporter that she would provide that information.
Dog Park Hours
HOA Candidate Jill Perez asked that hours be posted for the Harbour Vista Dog Park for closing at 10:00 p.m. The Board agreed to this. PCM property manager told the Board that the hours need to be incorporated with the new proposed Rules and Regulations for the October meeting.
Dog Station Issue
A member asked about a new dog station that was installed under a resident’s bedroom window without a lid dampener or the rubber seal to prevent odor. The President stated that it will be in the process of being moved and fixed.
Rats Seen at Mailboxes
Candidate Cynthia Lee informed the Board that rats have been observed at the Cabana mailbox. Other attendees validated her observations. A member relayed that a vendor had observed a rat crossing in front of the elevator door. The Property Manager said she would look into this with the HOA pest control service.
Defending Balcony Repairs
The board again defended the spending of more than $850k in nine months that the Reserves had almost been deleted to nothing. Expenses focused on balcony repairs costing between $30k to $35k or more per balcony. HOA Secretary Mary Williams came prepared with a stack of documents as justification. It was stated that this documentation contained inspection reports and quoted from Ridgeline Construction Group - the same company who had an exclusive contract with the HOA to perform this work. A few attendees stated that they thought the repair on their balcony exceeded what was necessary. The Board stated that homeowners were not qualified to make these evaluations.
Rick Manning
Secretary Mary Williams asked the former HOA Vice President Rick Manning (who resigned in March and is a candidate for the new board) to explain the calculation process for the 2026 budget. With the help of the former HOA finance committee (dissolved this year), their calculations had indicated that the assessment should be 10%. PCM had proposed only a 5% increase. The Board voted for the 5% increase.
Next Year Assessments
President Cheri Estrada announced that the 2027 assessments will go up next year. Then she announced that she was moving the agenda item (1) 2027 Draft Budget and (2) Special Assessments from the open General Meeting to the closed Executive Session. It should be noted that Executive Session is reserved for only Member Discipline, Legal, and Contracts. These agenda items seem to not belong there.
Unfinished Business
- walkway concrete repair was approved.
- assessment and billing policy was approved.
New Business
it was requested that more bids for the seasonal tree trimming will be needed for the Board to make a decision.
The next HOA meeting will be held on October 22, 2026. ■
Editor Notes:
- The Newsletter finally received a copy (October 15th) of the HOA Financial Statement for August 2026 presented at the September meeting date. It shows a negative operating fund balance, but less than the month before.
- It should be noted that Rick Manning voted nay for the adoption of this year's assessement increase because he thought it was underfunded.

Safety
Who is Liable?
Recently, a homeowner contacted the Newsletter about an abandoned refrigerator at the entrance to the Lago Gate. The Newsletter is very concerned about this as young children playing fort could easily lock themselves in the enclosed space and quickly die. The Newsletter told the homeowner to immediately call the police. A few hours later, the refrigerator was removed.
Driving by Gate
Those driving in and out at the Harbour Vista Lago Gate may think this is none of their business, but each person driving in and out of the gate has their license plate recorded by our cameras. By not doing anything about it, this person could become liable in a potential lawsuit. Whether you wanted to be a Good Samaritan or not, calling the police to report such an incident puts any liability with the police department and not with you.
Against the Law
The outside of the Lago Gate has been used as an unsightly dumping ground for dumping, whether by residents or not. Huntington Beach has a civic code making this illegal. If someone witnesses this situation, report it immediately to the police, and hopefully, they can catch the perpetrator.
Comments welcome. ■
Editor Note: The defunct Safety Committee should consider an effort to fix this dumping problem. Maybe passing out a warning flyer to the apartments next door or posting a warning notice at the gate entrance. The current chair of the safety committee is Member-at-Large Vojin Damjanac.

Meet and Greet
to Replace Current Board
Last Saturday, September 27, 2026, the five candidates running to replace the current HPA Board in the November election held a “Meet and Greet” at the Cabana Pool. Held from 11:30 a.m. to 2:30 p.m., about fifteen to twenty homeowners attended to discuss their concerns about the current Board with these candidates.
Concerns
The “Meet and Greet” held a discussion with the candidates about the pending increase for assessments. Issues ranged from:
- why is the HOA experiencing the negative cash flow?
- why is the current board spending more money than they have?
- what is the candidate’s plan to resolve the Harbour Vista LLC sublease where members are to abandon their home with no compensation in 2041?
- why did the current board dissolve all the committees?
- why has no fifth board member been appointed since March?
- why has the current board plummeted the HOA’s $850K reserves to almost nothing in a little more than nine months?
Complimentary BBQ
This “Meet and Greet” provided complimentary BBQ hot dogs, fruit, and salads with a variety of sodas and bottled water for the attendees.
Grunion Side Not Represented
The Grunion side, which represents a third of the membership of the HOA, had only one attendee. Because of this, the candidates have decided to hold their next “Meet and Greet” at the Grunion Pool on October 18th. ■
Editor Note: One candidate brought some avocado oil BBQ potato chips, which were immediately devoured. For those os you interested, you can find them at Sprouts. |

Editorial: HOA Meeting
The July 2026 HOA General Meeting had only three board members present to luckily meet quorum: Cheri Estrada, Mike Peduzz, and c. Vojin Damjanac was not present. The Board made no announcement as to why he was not present, but the Newsletter later discovered he was on vacation. The property manager, Dianne Campellone, facilitated the meeting via her tablet. Five HOA members attended this meeting. No one was on Zoom.
Comment
Our HOA Board should consist of five members by our By-Laws. But since March 26, it has only consisted of four members (By-Laws Section 4.01 Number and Qualification). With the election now moved to the end of November, and at least five HOA members declaring themselves as candidates (Jill Perez, Chat Tran, Cynthia Lee, Rick Manning, and your truly Michael Barto), why hasn’t the Board filled this open position? Previous Boards have always been conscientious to immediately appoint some to fill this open position? But it seems to have been an ongoing complaint since April.
Open Forum
It was asked why the Board does not allow any non-Board members to participate in the Safety Committee. The President answered that our insurance provider does not support this because of liability. Previously, the HOA has supported very robust Safety Committees for many years.
Boiler Smell
A member on the Grunion side of Harbour Vista asked about a smell coming from the boiler closes to Heil Avenue. The President said she was working on this. A follow-up later was that Partners Plumbing had resolved the problem by extending the exhaust piping.
Flags
Members attending this HOA meeting were greeted by strings of flags across the pool as they entered the Cabana clubhouse. The President explained that this was a pilot study suggested by the California Department of Fish and Wildlife. Its purpose is to prevent ducks and other birds from swimming in the pool, and it seems to work. There was a mention of raising the flag strings a little higher for the permanent installation. As winter is approaching, the Grunion pool will not have any flag strings installed until maybe spring of next year.
New Rules and Regulations
The President announced the new Rules and Regulations, which she said were immediately enforced. The Property Manager corrected her, stating that a comment period was required before adoption, as stated in the HOA By-Laws as referenced at the beginning of the proposed Rules and Regulations.
Financial Report
The financial report disclosed again a negative cash flow - larger than last month’s. The President announced that the Board was now going to not immediately act on maintenance issues and take into consideration available cash flow to fund these projects. Unfortunately, such a cash flow policy was not present as our reserves were reduced almost nothing with this current board.
Committees
Mary Williams stated that her Garden Committee was continuing to replace the grass and planting drought-free vegetation. It was reiterated that the HOA will receive a check from the State of California for the expense when this project is completed.
The Architectural Committee had no submittals; the Parking Committee reported no issues.
Late Agenda
Because of a late agenda provided to the Board, many items on the agenda were deferred till the next meeting for other bids.
- Annual Ficus Tree Trimming was deferred
- Concrete grinding was deferred
- Proposal wood bridge repair was deferred
- Roof and gutter maintenance was deferred
There are plans for another dog station. A Horizontal Lighting proposal was passed. ■
Editor Note: Once again, the property manager did not provide a PC to hook up the Owl camera to facilitate using Zoom to facilitate the meeting. |

General Notice
New Owner’s Quick Information
The following is to provide to new homeowners at Harbor Vista.
Initial Contacts:
The first thing you should do is contact PCM (Professional Community Management (PCM) to obtain access to your account, provide emergency contact information in case of an emergency, report problems, or request maintenance services:
PCM (Professional Community Management) 1(800) 369-7260
Email: pro.info@associa.us
Rules and Regulations
Make sure you have the latest copy of the HOA Rules and Regulations. You may obtain them from Professional Community Management. They are also posted at Harbour Vista News at:
Remodeling
The first thing that many new homeowners do is replace appliances, flooring, cabinets, and even plumbing. Each Harbour Vista Condo shares common walls, floors, and ceilings. Remodeling projects may impact your neighbors or the outside of the building (screens, windows, doors) which pierces the firewalls. Simple installing new flooring or recessed lights impacts soundproofing and firewall barriers with your neighbors. The inside of your unit’s walls may have plumbing and electrical that service other units. You should contact the property manager to obtain a copy of the latest Architectural Guidelines, which is also posted at Harbour Vista News.
Architectural Request
ou may be required to submit an Architectural Request prior to starting a remodeling project. You may contact the HOA Architectural Committee to simply ask questions. Installing an air conditioning/heating system will require a building permit and approval of an HOA Architectural Request. The large attic space in the three-bedroom is not constructed as a living space when the units were built. Only storage of lightweight items is permitted.
Construction Noise
Construction noise for remodeling is only allowed between 7am to 5pm on the weekdays. If your remodeling project is going to make excessive noise, it is a good idea to inform your neighbors prior to the start of the work.
Trash Bins
Regular trash bin pickup is scheduled every week for Tuesday and Friday. Do not overstuff the trash bin, particularly when moving in. Disposal of large items, including furniture that do not fit in the trash bin, is allowed, but only the day before the HOA-scheduled large item pick-up. Large item pick dates are posted at the mailboxes’ bulletin boards.
Common Water System
Your condo shares a common water supply with all units, with both hot and cold water paid for by your HOA dues. Your condo does not have master water shutoff supply valves. Your sinks do have individual shutoff valves, but the shower/tubs do not unless they have been upgraded (a good suggestion). You should contact Progressive to schedule them to perform any full water turn-off to your unit that may affect your neighbors.
Hydronic Heaters
Each condo has a forced-air hydronic hot water coil heater system installed in the hallway ceiling. These systems may leak. The heaters have shutoff valves, which are located behind the ceiling vent cover. Two ball valves (intake and outlet) are behind a pulldown metal plate on the opposite side of the coil when the vent cover is removed (4 screws). Maintaining and repairing the hydronic heater is the homeowner’s responsibility.
Electrical/Cable TV Lines
Each unit when built has an inside 70-amp circuit panel. But sometimes the master breaker for a unit can be tripped. You cannot turn the power back on from your inside breakers. The master breaker is located in a locked cabinet in each building. If you accidentally have this breaker trip, contact PCM, a board member, or a building monitor. These cabinets also have the electrical boxes for landline phones, the internet, and TV. Though each vendor is supposed to have keys to these cabinets, some new vendorsmay not. Please then contact PCM for access.
Electronic Gate System
You can ask PCM to add your name to the Electronic Gate Kiosk at your assigned entrance gate with your phone number enabled. This phone number can be a cell phone or a landline. When a visitor or delivery person comes to the Kiosk, they can press the “call button” by your name to call your number. You can then open the Gate from your phone. Registering your cell phone with the kiosk will also allow you to call your assigned gate from your phone to open it.
Garage
The one electrical outlet in your garage is for small-load intermittent devices (e.g. power drill). The power to each garage is on a common circuit and is paid for by the HOA. Powering heavy electrical equipment such as refrigerators or charging an electric vehicle is strictly prohibited unless approved by the Architectural Committee and with an additional assessment.
Homeowners' Insurance
A unit owner is required to carry Homeowners' insurance (CC&R's Section 9.03).
The HOA
As a new Harbour Vista Condo owner, you are a member of the Harbour Vista Home Owners Association (e.g., HOA). The HOA Board is the caretaker of the property and consists of elected members just like you. The HOA meetings are open to all members to attend to voice their issues and to observe the proceedings of the representatives. Meeting notices are posted at each mailbox bulletin board. The HOA normally meets on the last Thursday of the month. You may attend in person or via teleconferencing.
